This is the USS Visona NCC 1973 of the Constitution class Refit. And is the prime universe version of 
's AU USS Visona (before she became the Vidar.)
Built as one of the last Constitution class cruisers the Starship USS Visona was built in 2291 to usher in a new era of Exploration and Discovery just before the Khitomer accords were signed between the Klingons and the Federation.
